Chairman of AP2SI West Java Dedi Juanedi. Said Currently There Are Still Agrarian Conflicts Caused by Inequality in Control of Agrarian Structures
September 24 is a historic day, because every year it is commemorated as National Farmers' Day, the day the Basic Agrarian Law of 1960 was issued. This law is considered very revolutionary in the agrarian sector to guarantee land rights for all people. Indonesia is the foundation for fighting for agrarian justice to this day.
The Chairman of the West Java Indonesian Social Forestry Management Association (AP2SI), Dedi Juanedi said that September 24, 2022 is a historic moment in the agrarian struggle. "62 years since the enactment of the UUPA in 1960, but until now there are still agrarian conflicts caused by inequality in the control of agrarian structures throughout Indonesia, especially West Java," he told FokusPriangan.id, Saturday (24/8/22).
Dedi said, large-scale hectares of land are controlled by Forestry companies (Perhutani) and national and foreign private companies and other wealthy groups. "In the second period of the Jokowi Government, agrarian reform and food sovereignty are the main priority programs in the Nawa Cita Program, as a continuation program from the first period of the agrarian reform agenda through the Agrarian Reform Object Land (TORA) and Social Forestry (PS) schemes with the issuance of Presidential Regulation (Perpes) Number 86 of 2018 and Presidential Regulation (Perpres) Number 88 of 2017 Concerning the Settlement of Land Control in Forest Areas," explained Dedi.
Decree of the Minister of Forestry Number 95/Kpts –II/2003 states that the area of forest in West Java is 816,603 hectares or around 22.01 percent of the land area. Province, the remainder is Other Use Areas (APL) in the form of plantation concessions/Cultivation Rights (HGU) with an area of around fifteen thousand hectares.
According to him, this condition has contributed to the economic inequality index of communities living around forest and plantation areas, so that until now they are categorized as poor communities. "The latest policy from the Ministry of Environment and Forestry (KLHK) of the Republic of Indonesia Regarding Forest Areas Under Special Management (KHDPK), based on the Decree of the Minister of Environment Number 287 Concerning as an effort to resolve conflicts and problems in forest areas by involving the community for the benefit of Social Forestry can run as it should really become a legal umbrella for communities in the agrarian sector and ecological justice as a form of government commitment to implementing agrarian reform at the grassroots level," he said.
