Jakarta, 18 – 20 February 2020

The Indonesian Social Forestry Management Association or abbreviated as AP2SI is a joint forum formed by 51 Forest Farmer Groups (KTH) spread across 17 Provinces. Referring to the Social Forestry program which is a Government priority through the National Strategic Program stated in Presidential Regulation Number 56 of 2018. The program is intended to reduce inequality in land ownership and improve community welfare to reduce land conflicts and help overcome poverty while raising awareness of protecting forests.


As of December 31, 2019, this social forestry program was recorded through various existing schemes, both 

Village Forest, Community Forest, Community Plantation Forest, Kulin KK, IPHPS and Customary Forest there are 6,411 Units of SK Permit/Rights have been issued with a total of 4,048,376.81 Ha involving 818,457 Heads of Families (KK). In the midst of the fact that the targets and achievements made by the government are still not as expected, the fact that is no less important is that post-receipt handling of social forestry permits also faces challenges that are not easy to overcome but this problem is felt directly such as administrative problems of completeness of post-permit documents, capital and business innovation, as well as institutional governance, etc.


As a newly formed institution, efforts are needed to strengthen human resources, organizational systems, and business models in order to achieve its goals. One of the steps is to carry out capacity building and character building activities which are expected to provide benefits in improving human resource capabilities, institutional capabilities, and organizational system capabilities. Therefore, the Capacity Building activity of the Indonesian Social Forestry Management Association (AP2SI) was held on February 18-20, 2020 in Jakarta, which was filled by speakers including: the Directorate of Social Forestry and Customary Forest Business Development (BUPSHA) of the Directorate General of PSKL-KLHK, the Directorate of Environmental Partnerships of the Directorate General of PSHK-KLHK, as well as from the DPP AP2SI and several Facilitators from the WALHI National Executive.


This Organizational Capacity Building Activity is supported by the cooperation of WALHI and The Asia Foundation. And attended by at least 39 people consisting of; DPP AP2SI (5 people), Aceh (2 people), North Sumatra (2 people), West Sumatra (2 people), Riau (2 people), South Sumatra (2 people), Bengkulu (2 people), West Kalimantan (2 people), North Kalimantan (2 people), Central Kalimantan (2 people), South Kalimantan (2 people), Lampung (2 people), Central Sulawesi (2 people), South Sulawesi (2 people), Southeast Sulawesi (2 people), North Maluku (2 people), West Java (2 people), and East Java (2 people).


In the opening remarks of this activity, WALHI National Executive Director Nur Hidayati said, “For WALHI, the importance of the existence of the Indonesian Social Forestry Management Association (AP2SI) as a tool for joint struggle to promote Social Forestry for sustainable and prosperous forests. Because our common ideal is to manage forests while maintaining their ecosystem functions. Our goal of gathering now is to strengthen the organization and communication facilities of Social Forestry managers to unite voices in the implementation of Social Forestry as a form of people's management access that we have been fighting for.”

In addition to strengthening the organization, this activity aims to; [1] Increase the capacity of AP2SI member representatives, assistants and administrators in creating AP2SI Plan documents. 


Forest Management (RPH) and/or Business Work Plan (RKU) – Annual Work Plan (RKT), [2] Prepare and agree on the AP2SI Articles of Association (AD) and Bylaws (ART) as a guide for the organization's work mechanisms, and [3] Prepare and agree on AP2SI's strategic work program for the next 1 (one) year work period.
