Pre-Validation of KLHS RPJMD of North Hulu Sungai Regency 2025-2029

 

Jakarta, February 27, 2025 – The Indonesian Social Forestry Management Association (AP2SI) participated in the Pre-Validation Meeting of the Strategic Environmental Assessment (KLHS) of the Hulu Sungai Utara Regency Medium-Term Development Plan (RPJMD) 2025-2029 which was held online. In this activity, AP2SI acted as one of the validator teams for the KLHS RPJMD document for Hulu Sungai Utara Regency.

On this occasion, AP2SI representative, Ach Rozani, expressed his appreciation to the initiator for the availability of 174 relevant Sustainable Development Goals (TPB) Indicator Achievement Data in the Hulu Sungai Utara district resulting from the screening of Sustainable Development Goals Indicator data which is the authority of the region. However, he also provided a number of suggestions and inputs to strengthen the KLHS RPJMD document, including:

  1. Strengthening Stakeholder Role Analysis, Clarifying the description of the analysis related to the role and contribution of stakeholders outside local government organizations in achieving the Sustainable Development Goals.
  2. Enriching the description of general regional conditions related to Environmental Carrying Capacity and Accommodation Capacity by Perfecting the analysis related to the efficiency of natural resource utilization, including aspects of licensing for the utilization of natural resources such as plantations, acceleration of agrarian reform, and approval of social forestry. Then the Level of Vulnerability and Adaptation Capacity to Climate Change, a description of the analysis of disasters and the FOLU Net Sink 2030 initiative in the context of climate change mitigation.
  3. Deepening the Most Strategic Sustainable Development Issues by sharpening the description and analysis of priority issues in sustainable development as roots and impacts.

Strategic Environmental Assessment (KLHS) plays an important role in ensuring that the principles of sustainable development have been integrated into the RPJMD document. This aims to achieve balance in economic, socio-cultural, and environmental aspects, so that it can be a guideline in regional development planning and implementation. The RPJMD KLHS is prepared in accordance with the mandate of various regulations, including Law Number 32 of 2009 concerning Environmental Protection and Management, Government Regulation Number 46 of 2016 concerning Procedures for Implementing KLHS, and various other derivative regulations, including Permen LHK Number 13 of 2024 concerning Implementation of Government Regulation Number 46 of 2016.

With the active participation of various parties, including AP2SI, it is hoped that the KLHS document for the 2025-2029 Hulu Sungai Utara Regency RPJMD can become the basis for more inclusive, sustainable, and data-based development planning.
