National Farmers Day is a momentum to commemorate the birth of the Basic Agrarian Law Number 5 of 1960 as the most important milestone in the history of agrarianism in Indonesia. This momentum is commemorated by the Forest Farmers Group which is part of the Indonesian Social Forestry Management Association (AP2SI) of West Java to look deeper into the situation and conditions currently faced by forest farmers in the Social Forestry area in the Forest Area Under Special Management.<\/p>\n
The issuance of the Minister of Environment and Forestry Regulation Number 4 of 2023 concerning Social Forestry in Forest Areas with Special Management which regulates areas whose management is not delegated to BUMN in the Forestry sector in part of state forests located in Production Forest Areas and Protected Forests in Central Java Province, East Java Province, West Java Province, and Banten Province which are expected to be managed independently by the community can improve the management of Social Forestry for the welfare and sustainability of forests.<\/p>\n
However, the situation that occurs at the grassroots level actually causes friction between the Social Forestry management group and the State-Owned Forestry Enterprise (Perum Perhutani) at the lower levels. The Social Forestry Group that has obtained a Decree for approval of Social Forestry management in Forest Areas with Special Management does not guarantee that forest farmers have a safe space to fulfill their livelihoods in the approved area.<\/p>\n
The impact of friction at the grassroots level resulted in criminalization faced by the Forest Farmer Group in the form of a report to the police on charges of aggravated theft which claimed that the assets managed by the Forest Farmer Group for economic improvement were assets owned by the BUMN Forestry Sector where the assets were located in the Forest Area Under Special Management and the assets in question were the result of the community planting and maintaining them with their own capital, labor and materials without assistance from any party. And threats in the form of terror via Whatsapp messages occurred to the Head of the Forest Farmer Group which had an impact on psychological disturbances.<\/p>\n
Similar issues are also faced by the Forest Village Community Institution which is in the process of transformation to obtain a Decree for approval of Social Forestry Management in Forest Areas with Special Management. Slow service in transformation has an impact on communities seeking their livelihoods in areas included in the Indicative Map of Social Forestry Areas experiencing concerns about the threat of criminalization and terror because they are considered not to have legal access to carry out activities in forest areas which are the only source of livelihood for forest farming communities.<\/p>\n
In the momentum of National Farmers' Day 2024 as a reminder of the spirit of the creation of the Basic Agrarian Law and the mandate of the 1945 Constitution that the earth and water and the natural resources contained therein are controlled by the state and used for the greatest prosperity of the people, we, the West Java Indonesian Social Forestry Management Association (AP2SI) urge the government to carry out the mandate by making our demands on the following points:
\nRealize True Agrarian Reform.
\nProvide Safe Space to farmers.
\nThe Minister of Environment and Forestry must fully monitor and immediately resolve social forestry conflicts.
\nIssue the West Java Governor Regulation on Social Forestry.
\nStop criminalization of farmers including forest farmers.<\/p>\n
