The Environmental Service (DLH) of South Kalimantan Province held a KLHS validation meeting for the North Hulu Sungai Regency RPJPD 2025 – 2045, an activity which was held on (20/5/2024) hybrid through online and offline by presenting the North Hulu Sungai Regency Regency Government, the North Hulu Sungai Regency RPJD KLHS Working Group and Expert Team together with the Provincial KLHS validator team from various institutions and experts. Ach Rozani, a representative of the Indonesian Social Forestry Management Association (AP2SI), was one of those who participated as a validator team.
Referring to the PPID page of the Ministry of Environment and Forestry (KLHK), Strategic Environmental Assessment (KLHS) is a prevention instrument based on Law no. 32 of 2009 concerning Environmental Protection and Management which must be implemented by the Government and Regional Governments in order to ensure development planning is in accordance with the principles of the Sustainable Development Goals (TPB).
One of the expert teams for preparing the KLHS RPJPD HSU Regency 2025 – 2045 documents, Baharuddin, S.Kel, M.Si. said that simply KLHS is a series of systematic, comprehensive and participatory analyzes to ensure that the principles of sustainable development for achieving a balance of interests from an economic, social and environmental perspective have become the basis and are integrated in the development of a region and/or policies, plans, and/or programs.
Regarding the important role of KLHS in the RPJPD of HSU Regency, the Lecturer at the Faculty of Fisheries and Marine Sciences, Lambung Mangkurat University said that KLHS plays a very important role because it will be one of the references or references in preparing the RPJPD document for North Hulu Sungai Regency.
"This HSU is an area that is dominated by lowlands and almost 47% is a forest area that is authorized by the Ministry of Environment and Forestry. "That way, the environmental conditions of this area must really be taken into consideration in the regional long-term plan for the next 20 years. This existing forest area is also biodiverse and is a natural habitat for orangutans as well as a peat ecosystem area, especially in South Amuntai." he explained.
Baharuddin also added that currently his party, through the KLHS RPJPD, has recommended social forestry as one of the legal access areas for community use of forest areas.
At the end of the interview, Baharuddin also gave his opinion regarding the role and involvement of AP2SI in validating the KLHS RPJPD of HSU Regency. According to him, AP2SI also provides input in the form of suggestions, responses, opinions to enrich and improve the quality of KLHS documents prepared, especially from the forest, forestry and social forestry side. "So, of course this role is very important so that planning documents, both non-spatial planning such as RPJPD and RPJMD, and spatial planning such as RTRW - RDTR can be enriched with the role of AP2SI friends."
