Dialogue and Socialization of Forest Product Administration and PNBP Payment Mechanism in Pasirjambu District

Pasirjambu, Bandung Regency – On Thursday, February 20, 2025, at the Cisondari Village Hall, Pasirjambu District, Bandung Regency, a Dialogue and Socialization event was held with the theme “Forest Product Administration (PUHH) and Non-Tax State Revenue (PNBP) Payment Mechanism in the Social Forestry Approval Area”. This event was initiated by Gapoktanhut Jaleuleu, Gapoktanhut Gambung and Gapoktanhut Koleha together with AP2SI West Java and AP2SI National by presenting speakers from the Directorate General of Sustainable Forest Management (PHL), the Java PSKL Center, and the West Java Provincial Forestry Service.

In his speech, Dedi Junaedi, Chairman of BPP AP2SI West Java, said that prospective business partners from individuals, private companies, state-owned forestry companies were also invited to this meeting to prioritize the principles of equality, justice and mutual benefit in partnership.

This event received a positive response from Komarudin, a resource person from the Directorate General of PHL, due to the awareness of the Social Forestry Group to start paying PNBP and is expected to be the first role model in West Java in the approval of social forestry management. In the material presented, currently PUHH activities starting from recording, reporting and printing documents are carried out in an online-based information system that is interconnected, namely, SIPUHH, SIPNBP and SIGANISHUT.

The Head of Gapoktanhut Jaleuleu, Ayi Sobari, expressed his gratitude to AP2SI West Java for guiding the farmer groups until now and was grateful for the holding of this event. "Through the dialogue and socialization event regarding PNBP, the farmer group is grateful to have chosen social forestry in this KHDPK because compared to before under the management of Perhutani with sharing 15% from the harvest, it was quite burdensome for farmers. Now, at least farmers can feel the direct difference with the calculation of the percentage of PNBP in this KHDPK social forestry which is quite light, so it has the potential to reduce poverty for farmers who directly border the forest area. The hope for the future is that Gapoktanhut can continue to develop, of course with guidance and attention from the government," he said.

With the implementation of this dialogue and socialization event, it is expected that the community and potential business partners can understand the regulations on the management of forest products and environmental services and encourage compliance and transparency in the management of non-timber forest products in protected forests, environmental services and PNBP payments. In addition, it is necessary to build coordination between the government, business actors and the community so that forest utilization does not only take economic value, but also emphasizes conservation values in the area of social forestry management agreement.
