Indonesian Social Forestry Management Association (AP2SI) Riau
Pekanbaru, October 3, 2025 — The Indonesian Social Forestry Management Association (AP2SI) of Riau expressed its appreciation and full support to the Riau Provincial DPRD for its strategic steps in discussing the Draft Regional Regulation (Ranperda) on Social Forestry. This support was conveyed during a Working Meeting of Commission II of the Riau DPRD with the Riau CSO Coalition and relevant Regional Apparatus Organizations (OPD) on Thursday (October 2).
AP2SI Riau considers this Draft Regional Regulation to be a significant milestone in realizing equitable, inclusive, and sustainable forest governance. The Riau Regional People's Representative Council's (DPRD) move aligns with Presidential Regulation No. 28 of 2023 concerning Integrated Planning for the Acceleration of Social Forestry, which emphasizes the importance of integrating the Social Forestry program into regional planning documents and Regional Apparatus Organization (OPD) Strategic Plans. With a clear roadmap, the Social Forestry program will not operate in isolation but will be closely linked to business assistance, product standardization, and market access for community forest products.
Furthermore, this draft regional regulation aligns with Minister of Environment and Forestry Regulation (Permen LHK) Number 9 of 2021, which emphasizes that local communities and customary law communities are the primary actors in social forestry management. This program aims to:
- Improving Community Welfare: Providing sustainable sources of income and livelihoods from forest products, both timber and non-timber, as well as environmental services.
- Creating Environmental Balance: Ensuring that forest management is carried out sustainably to maintain its ecological functions, including the conservation of peat, coastal areas and mangroves.
"This legislative process must be transparent and involve public participation to align with the objectives of Social Forestry. We hope this draft regional regulation will be an instrument that truly supports the community and the environment, not just an administrative regulation," stated the AP2SI Riau representative.
Support for public participation was also expressed by Member of Commission II of the Riau DPRD from the Gerindra Faction, Ginda Burnama, ST., MT, who stated,
"We will ensure public involvement in the process of drafting this PS Regional Regulation, and please provide us with any input so that this Regulation can provide greater benefits to the community."
AP2SI Riau believes that with cross-sector support and active community participation, Social Forestry can become a driving force for green development in Riau. More than 25,000 families have directly benefited from this program, and the Social Forestry Draft Regulation will expand this positive impact.
As part of the Riau CSO Coalition, AP2SI Riau is committed to continuously overseeing this legislative process to produce a Regional Regulation that favors the community, strengthens local institutions, and supports the achievement of the 2030 FOLU Net Sink national target.
